1.1 To ensure that the compaction trials of the bituminous pavement layers is executed safely and in accordance with the contract requirements and that all quality assurance/ control activities are conducted in a systematic manner, works are inspected and conformance is verified and documented.
- Scope of Work
- This procedure is applicable to the following works associated with the Project titled, “New 2K Runway – Main Runway Works” – Contract Number NRTW-1008-CN.
- This method statement outlines the procedures to be followed in the compaction trials of the bituminous pavement layers. The compaction trials shall be carried out in the site laydown area of the project. The location and extents of the trials are shown in the attached photos and Drawing Nos. 1 and 2.

- Safety
- Prior to the commencement of any activities, the workforce will receive an induction talk on the project site safety requirements. This induction talk will include both activity safety issues, as well as general safety requirements.
- Front line supervisor will ensure that Personal Protective Equipment is worn by site personnel at all times during construction activities.
- Heat Stress Training will be provided.
- Adequate cool drinking water, shade, and salt water tablets will be in place.
- Plant and Equipment will be provided with back-up alarms, lights, and all other applicable safety devices.
- Prior Activities
- The Surveyor will locate and mark all live services that are present in the trial area. This includes above ground services as well as buried services. These services (electric, telephone, gas, oil, chemical, water, etc.) will be clearly marked using stakes and warning tapes. Care shall be taken to see that the trial area is free of live services.
- Limits of the trial area will be clearly marked with stakes, tape or bright paint.
- Laboratory and plant design mixes for the bituminous base, binder (PMB and PEN 60/70) and wearing courses (PMB and PEN 60/70) will need to be approved by the Engineer.
- Procedure
- Preparation of Formation Level
- All excavation and preparation of formation level, to the limits and extents shown in the attached Drawing Nos. 1 and 2, will be carried out in accordance with the approved method statement 1008-OAJ-MS-1022, Rev. 0 Method Statement for General Excavation and Preparation of Formation Level on the Runway/Taxiways Platform.
- Testing of the formation level shall be in accordance with Item No. 6.4 of the approved ITP No. 1008-OAJ-ITP-1002, Rev. 3 Inspection and Test Plan for General Excavation and Filling.
- Placing of 150mm Select Fill
- Prior to the placement of select fill material, the formation level will be proof rolled in accordance with Clause 331.7 of the contract specifications.
- The select fill material shall comply with Clause 200.9 of the contract specifications and the ME will inspect and test the material for compliance.
- Placing and compaction of the 150mm thick layer of select fill material, to the limits and extents shown in the attached Drawing Nos. 1 and 2, will be carried out in accordance with the approved method statement 1008-OAJ-MS-1028, Rev. 2 Method Statement for Placing of Select Fill.
- Testing of the select fill layer shall be in accordance with Item No. 6.2 of the approved ITP No. 1008-OAJ-ITP-1002, Rev. 3 Inspection and Test Plan for General Excavation and Filling.
- Placing of 200mm Sub-Base
- Prior to the commencement of any sub-base placing operations, the existing formation completed up to the top of the select fill will be proof rolled in accordance with Clause 331.7 of the contract specifications. The formation level will be pre-wetted to increase bonding with the new layer.
- The sub-base material shall comply with Clauses 331.1 thru 331.14 of the contract specifications and the ME will inspect and test the material for compliance.
- Placing and compaction of the 200mm thick layer of sub-base material, to the limits and extents shown in the attached Drawing Nos. 1 and 2, will be carried out in accordance with the approved method statements 1008-OAJ-MS-1007, Rev. 21 Method Statement for Sub-Base and Gravel Base or 1008-OAJ-MS-1030 Method Statement for Placing Sub-Base and Gravel Base by Pavers, depending on the equipment (graders or pavers) used to lay the sub-base material.
- Testing of the sub-base layer shall be in accordance with Item No. 5.1 of the approved ITP No. 1008-OAJ-ITP-1007, Rev. 0 Inspection and Test Plan for Sub-Base and Gravel Base.
- Placing of Bituminous Pavement Layers
- Prior to the placement of bituminous base course layer, the sub-base course will be cleaned and prepared by removal of dust and deleterious materials by air jetting or mechanically sweeping or by any approved means. The cleaned course will be afterwards lightly made wet prior to the application of the prime coat.
- An approved priming coat of grade MC 30 shall be applied to the non-bituminous sub-base layer at the rate of 0.55 to 0.75 litres per m2 in accordance with Clause 331.31 of the contract specifications.
- All base and binder courses shall be prepared to receive the following courses by removal of dust and deleterious materials by air jetting or other approved means, in accordance with Clause 331.32 of the contract specifications.
- An approved bitumen tack coat of grade MC 30 cut-back bitumen or SS1H emulsion shall be applied to the base and binder courses at the rate of 0.25 to 0.35 litres per m2 in accordance with Clause 331.33 of the contract specifications.
- Sufficient time will be allowed for the curing of the prime and tack coats before placing the following bituminous pavement layers.
- Placing and compaction of the various bituminous layers, to the limits and extents shown in the attached Drawing Nos. 1 and 2, will be carried out in accordance with the approved method statement 1008-OAJ-MS-1024, Rev. 0 Method Statement for Placing of Bituminous Pavement. However, the degree of compaction achieved during the trials shall not be less than 99% of the maximum density of the approved Marshall laboratory density.
- Testing of the bituminous pavement layers shall be in accordance with the approved ITP No. 1008-OAJ-ITP-1024, Rev. 0 Inspection and Test Plan for Supply and Placing of Bituminous Paving Materials.
- Responsibilities
- The CM will coordinate with SE and ensure that all necessary resources to implement the approved method statement, JHA, and AHA have been allocated to the task.
- The SE will ensure that the site preparation activities are conducted according to the approved method statement, JHA and AHA. The SE will also ensure that all in-situ tests, as required by the ITP, are implemented.
- The ME will ensure that the materials being used are in accordance with the project specifications and the approved material submittals.
- It is the site supervisor’s responsibility to organize the work in a safe manner to ensure that safety and protective equipment are being properly utilized. He must also ensure that the AHA and JHA are implemented and the approved method statement procedure is followed and the ITP is applied. Please note that the AHA and JHA have been previously submitted and approved along with the relevant aforementioned method statements.
