  1. INTRODUCTION

This Method statement describes in details the onsite installation of Fuel System, and the requirements of checks to be carried out for Schlumberger integration project at Industrial Zone, Giza, , Fuel System shall be installed as per approved material submittal.

The Method Statement shall cover all works related to the installation of Fuel System as per approved shop drawing and approved material submittal for Schlumberger Egypt integration project at Industrial Zone, Giza, Egypt.

3.1. recommendation of approved material submittal & approved shop drawing

5.1.      Project Manager:

It is the Project Manager duty to ensure that all necessary safety and protective equipment are provided along with properly trained and qualified personnel. Moreover, to ensure that all survey works are carried out in accordance with this method statement.

5.2.      Quality Engineer’s:

It is the Quality Engineer’s responsibility to ensure that all surveying equipment is being calibrated. Ensure that all inspections and tests are carried out as per Project requirements and that all are recorded. Maintaining all quality records relevant to verification of records.

5.3.      Site Engineer / Site Supervisor’s:

It is the Site Engineer / Site Supervisor’s duty to organize the work force in a safe manner and to ensure that safety and protective equipment are being properly utilized. He must also ensure that the method statement procedure is followed and notify the HAC Q.C / EHAF International for inspection.

5.4.      Surveyor’s:

It is the Surveyor’s duty to obtain all data and information required for surveys. Determine methods to establish survey control. Use appropriate equipment to complete assigned task. Keep accurate notes and records to describe and certify work performed. Abide by all Site Safety and Quality Requirements.

5.5.      Safety Engineer / Officer’s:

  • The Safety Engineer is responsible for devising and implementing programmers and plans to safeguard, health and safety of all employees, and to prevent loss or damage to the existing assets and projects, He is responsible for the implementing of the safety programs. He is also responsible to:
  • Provide support to site safety officers advising them on safe working methods and assisting with training of personnel.
  • Carryout regular site safety audits and reports and correct unsafe work practices and potential hazards.
  • Investigate and report all accidents near misses and recommend prevention measures. Ensure maintenances of good hygienic standards and availability of safety equipment and first aid treatment.
  • Present monthly safety reports and required documents.

Safety Officers are responsible for:

  • The day to day activities of maintaining safety on project site, they must: Understand and comply with requirements of the safety manual.
  • Cooperate with the safety engineer to create and maintain safe working conditions.
  • Assist the site engineers and foremen to organize the work area so that the men can perform their duties with maximum efficiency and minimize risk to themselves or to equipment.
  • Inspect equipment and tools before use to ensure correct storage and properly utilization. Maintain record of all injuries and damages on site, submit reports as required.

6.1.      Equipment & Machinery:

The following equipment will be used to carry out the installation of Fuel system.

  • Mechanical hand tool
  • Mobile Crane
  • Fork Lift
  • EXCATVATOR
  • Flat compactor
  • Cutting Tools
  • UPP electro fusion welding machine ( UNDER GROUND PIPES )
  • Threaded machine ( ABOVE GROUND PIPES )

7.1       Storage

  • Fuel system shall be stored in such a manner as to preserve its quality condition.
  • Fuel system are to be stored  as per manufacturer recommendations but at the same time it should be accessible.
  • The quantity to be delivered at site for installation shall be consistent with the necessary required quantity of the work to perform.

7.2       Setting Out

  • Check the readiness of reference and coordinates.
  • Check the other activates works related with the installations.
  • Arrange all necessary work permit, check and verify the actual site condition.

7.3       Unloading and Shifting:

  • Fuel system ( TANK & PIPES ) shall be transported by a delivery truck and mechanical crane / fork lift to the specific work place.
  • Safety Officer will be present during loading and unloading of.
  • Two lifting point will be used during the loading and unloading of Fuel Tank to ensure safety that no incident will occurs. Traffic Aide will be present during loading and unloading of Unit for maintaining the traffic in the project site if needed.
  • All lifting equipment will be inspected daily before operating. Any parts detected damages must be replaced immediately before operating.

            7.4  INSTALLATION :

             FOR TANK :

  • Shifting the tank from the store ( after the consultant inspection ( MIR ) ) to the fuel tank room  
  • Be sure the tank room released from any department
  • Loading the tank by using mobile crane
  • Fix the tank bases with the concrete slab of room by using anchor bolts which matched with tank bases holes
  • Be sure to fix the tank with correct direction to avoid any conflict for supply & filling lines
  • Submit IR for Tank installation to the consultant for approval
  • Rotation the man hole cover according the path (direction) of filling line and    supply line then putting the gasket then tighten the cover   with bolts
  • Install each submersible pump with its hookup  on at socket 4″ on the manhole (2 pumps and  2 man holes)  and processed with pipes network

        For fuel pipes network :

  • For underground network:
  • Using upp pipes & fitting ( as per approved material submittal )
  • Using electric fusion upp fitting to rout the fuel network underground
  • Pneumatic test will do to upp pipes fuel network underground ( 5 bar ) for ( 15 min )
  • Submit IR ( installation & test ) upp pipes to consultant for approval
  • After inspection with the consultant , start to backfill 20 cm of clear soft sand on the pipes
  • Start backfilling layers till the finish layer
  •  
  • For above ground network:
  • Using seamless black steel pipes & threaded fitting ( as per approved material submittal on firefighting network )
  • Install the seamless pipes with fitting( inside fuel tank room till the end of the room , from monthly tank to daily tank ( above ground ) & from daily tank to the generator ) ( all diameter according to approved S.D )
  • Before install above ground network ( black steel pipes & fitting ) all pipes shall be totally clean
  • Start to fabricate the network
  • Use material ( lox seal ) to tight any threaded connection between black steel pipes & fitting to prevent any leakage 
  • Primer coating shall be painted for all the network above ground
  • Connect between upp under ground pipes and black steel pipes above ground by suitable adaptor
  • Submit IR for installation above ground pipes to the consultant for approval
  • After consultant approval all above ground seamless pipes shall be painted with brown color ( international code )

      Fixtures installation :

  • Install solenoid valve at the entrance of each supply line for daily tank
  • Ball valve shall be installed before the solenoid valve
  • Over flow pipes shall be installed at 5 cm from the top of daily tank to monthly tank ( above & under ground the same like supply line )
  • Floating switch connected to control panel shall be fixed at each daily tank ( low & high level )
  • Puisi gauge with the sensor which connect to control panel  will be installed on monthly tank to show ( low & high level ) & the volume rate of fuel  

      Filling line :

      We fix the line 4″ on the man hole socket till the outside the room                                                               then putting coupling 4″ then cover

The filling line will be seamless black steel pipes coated & wrapped from out side with bolecon

Venting line :

1-normal vent   we install pipe 2″ length above land level 1.8 to 3m and fix it beside the wall then fix vent cap

2- Emergency vent we install pipe 6″ or 8″ above the land level 80 cm then fix vent cap

3- The vent line will be seamless black steel pipes coated & wrapped from out side with bolecon

Inspection request will be submit to the consultant for the following :

  1. Installation for (  filling & venting ) lines
  2. Installation for ( all instruments & submersible pumps complete with its hook up )
  3. Start up for the fuel system

Material          : Approved submittal.

Location          : As per approved shop drawings

  • HEALTH, SAFETY AND ENVIRONMENT

9.1       PPE Requirements

As a minimum the following PPE should be used by staff / Labors

  • Hard hat.
  • Safety shoes.
  • Safety eye glasses.
  • Hand gloves.
  • High visibility vest.

Any additional PPE as required by local rules or mandatory requirement shall be used.

8.2.      Safety Accessories

  • Traffic Cones.
  • Warning /barricade/barrier tape.
  • Safety signs.
  • Cooled water container for drinking.
  • First Aid box.
  • Workers rest area
  • Portable toilet
  • Fire extinguishers
  • Sign boards of Emergency contact details/persons

9.3       Information to Personnel.

  • Safety Induction will be done in accordance with HAC HSE Policy prior to start work in site.
  • Safety toolbox meetings to be carried out prior to work.
  • Before job start checklist of protective & safety equipment to be use are in order.
  • Personal protective & safety equipment as per requirement to be performed by personnel to do the task.
  • Toolbox talk to be convened & attended by all personnel assigned to do the task. Work crew will be given instruction on site surveying procedure & all risk associated with the works and registered attendance.
  • Safety personnel & designated responsible person will ensure that all above is carried out & any other statutory requirements are complied with before any work takes.
  • Hazard analysis to be done.
  • Personnel who have been briefed in the correct equipment set up.
  • Personnel will wear gloves, footwear, head & eye protection during work.
  • Use the correct tools to do the task.

Removal of any obstructive / protruding materials.
